The Essentials for Retailers and POS Solution Providers
2026 has brought numerous regulatory changes for retail in France. Requirements for proving point-of-sale system compliance have been tightened and subsequently relaxed, while the e-invoicing reform came into effect on 1 September. Retailers and software providers must now distinguish between requirements relating to cash registers, those relating to accounting, and those that concern both.
As a compliance partner for POS, ERP and PMS solution providers, efsta helps businesses implement regulatory requirements in France and other European markets. A single API enables centralised management of fiscalisation, e-invoicing and e-reporting. More than 500 software providers already trust efsta to meet their compliance obligations efficiently and sustainably.
This article provides an overview of these issues and links to additional resources for each topic.
Two Regulations, One Point of Sale
In France, two distinct regulatory frameworks apply to retail businesses in parallel:
- Fiscalisation of cash register systems: This defines how transactions are recorded and stored at the point of sale to prevent tampering.
- The e-invoicing and e-reporting reform: This governs the electronic exchange of invoices and certain transaction data, as well as their transmission to the tax authorities.
Legally, these two regulations are independent. In retail, however, they affect the same systems and data. It therefore makes sense to plan for both together.
Requirements for Cash Register Software in France
Since 2018, VAT-registered businesses that record payments from individual customers using cash register software or systems have been required to comply with the ISCA requirements: inalterability, security, data retention and archiving. For retailers, this means that every cash register, mobile terminal and system version must meet these requirements.
We explain the technical meaning of these four requirements in detail on our ISCA Compliance page.
Proof of Compliance: Certification or Self-Certification
Valid proof of compliance must be available for every cash register system in use. Since the 2026 Finance Act, two options are once again available:
- A certificate issued by an accredited body (NF525 or LNE/BYCYB certification).
- Self-certification issued by the software provider.
Whether through certification or self-certification, efsta helps software providers comply with French requirements.
For in-house developed and configurable software, certification by an external body remains the appropriate solution. In the event of an inspection, failure to provide proof of compliance is punishable by a fine of €7,500 per software application or cash register system.

E-Invoicing and E-Reporting: In Effect Since September 2026
As of 1 September 2026, all VAT-registered businesses in France must be able to receive electronic invoices through an approved platform. This requirement also applies to retailers that sell almost exclusively to private consumers. Large companies and mid-sized enterprises must also issue electronic invoices and transmit their transaction data through e-reporting. SMEs and micro-enterprises will follow from 1 September 2027.
For the timeline, business categories and penalties, see our article on Mandatory E-Invoicing from September 2026.
What This Means in Practice for Retailers and POS Solution Providers
In day-to-day operations, these new requirements have three main implications:
- Purchasing: Since September, supplier invoices have been arriving electronically through an approved platform. Even retailers operating exclusively on a B2C basis must have a functioning process in place to receive them.
- At the point of sale: In addition to fiscalisation, the system must identify whether a sale is made to a private individual or a business. This determines whether the transaction falls under e-reporting or e-invoicing.
- Across the entire IT system: Cash register, invoicing and payment data must be available in a complete and structured format, including when they relate to multiple stores and legal entities.
